This speech was delivered at the “Seminario Internacional: La accion humanitarian México – Centroamérica” on 18 March 2021 organised by the Instituto Mora, UN OCHA, and the Humanitarian Encyclopedia.

I have been asked to talk about the state of the humanitarian enterprise. But, first, I need to say a couple of things about the global context in which humanitarian action is situated.
