South Sudan has been a major recipient of official development assistance (ODA), principally in the form of humanitarian aid, since the period leading up to the signing of the Comprehensive Peace Agreement (CPA) in 2005, and will almost certainly continue to be a key locus of concentration of global aid resources.
South Sudan was declared an independent state on 9th July 2011 and became a recipient of aid in its own right rather than as a region of Sudan. This provides new opportunities for donors, several of whom have struggled with legal and other restrictions that have limited the volumes and mechanisms through which they could channel aid resources to Sudan.
