Food Security in Complex Emergencies: building policy frameworks to address longer-term programming challenges

 This report documents the proceedings of an international workshop on Food Security in
Complex Emergencies: building policy frameworks to address longer-term programming
challenges, held in Tivoli, Italy, 23-25 September 2003. The workshop was organized by
FAO’s Agricultural and Development Economics Division with funding under the joint
EC/FAO project on Food Security and Complex Emergencies, and attracted 36 participants
from 20 different intergovernmental, non-governmental and research organizations.
The key workshop objective was to identify elements for policy frameworks to enhance the
resilience of food systems in different complex emergency contexts and the role of
information in supporting this. Discussion was structured around three themes:
1. Understanding the challenges complex emergencies pose for food security
2. Principles, approaches and policies for food security in complex emergencies
3. Implications for research and information systems, and next steps.
