Final Independent Evaluation of the Social Approach of the Water and Sanitation Programme

The objective of this evaluation was to evaluate the relevance and effectiveness of the social approach used by ACF to improve hygiene practices and management of the infrastructures built or rehabilitated, in line with the objectives of the WATSAN project (overall goal, specific objective and intermediary results). This project aimed at reducing the risk of morbidity and mortality associated with water-borne disease and poor hygiene conditions among the war-affected population, through improved access to safe drinking water, and improved hygiene practices, in Bong County, Liberia.

A combination of tools have been utilised for the purpose of this evaluation: (1) rapid desk study, (2) meetings with ACF team, (3) interviews with NGOs and local authorities, (4) semi-structured interviews (SSI) conducted in a sample of beneficiary communities divided up into three main groups and (5) direct observation. Twelve villages have been visited for the purpose of the evaluation.
