This WFP/ACF cash through mobile phone programme has demonstrated the considerable capacity of unconditional grants to not only meet food consumption needs, but to meet other diverse basic needs within an emergency setting whilst having the capacity to stimulate livelihoods recovery of the most vulnerable in urban post-conflict contexts. It has also demonstrated the potential utility of unconditional grants combined with a flexible mobile payment system to respond to the dynamic situation common in post-violence and urban displacement settings.
