Facilitator's workshop report: How does the humanitarian 'system' function and how does it learn?

The focus of this workshop is on how the Quality and Accountability Initiatives, and in particular ALNAP, can target their efforts at bringing about positive change within the humanitarian system. All of the Initiatives seek to influence not just individual staff members and individual organisations but potentially the performance of the overall international system in acting in response to humanitarian need.
