In late 2007, millions of people in Vietnam from North to Southern central provinces, were affected by heavy rainfall, Typhoon Lekima and subsequent floods. The purpose of this evaluation was to assess the overall effectiveness and impact of the relief operation in 2007, undertaken by the Vietnam Red Cross (VNRC) with the support from the International Federation of the Red Cross and Red Crescent Societies, on the lives of beneficiaries in over fourteen provinces in the North and Centre of Viet Nam.

Four objectives of the relief operation to help disaster affected people to quickly rebuild their lives in a safer manner included:

  • provision of rice to about 140,000 people
  • provision of household kits to about 12,000 families
  • provision of financial and technical support to 1,000 families in building typhoon-resistant houses with appropriate water and sanitation facilities
  • capacity improvement of VNRC staff and members.
