The Start Fund is a multi-donor pooled funding mechanism established to provide small-scale funding for underfunded emergencies. This evaluation covers projects from October 2014 to March 2015 in eight countries: Colombia, Democratic Republic of Congo (DRC), Malawi, Mozambique, Nigeria, Somalia, Sri Lanka and Tanzania. The evaluation was funded by Irish Aid, DFID and the Ministry of Foreign Affairs of Netherlands. Some recommendations include:  

  • Enhance scanning of emergencies globally through UNOCHA and other websites and to proactively issue alerts if member agencies fail to do so for any emergency fitting the Start Fund criteria.
  • Ensure that information about the Start Fund is available more consistently at country levels around the globe as this lack of information may be resulting in alerts not being raised in some emergencies.
  • Include more field-based people in the Allocation Committee, e.g., regional staff of member agencies, to enhance decentralization.  
  • Reconsider the requirement of submitting reports within 15 days of project completion as it is considered too tight, especially where partners are also involved which first have to submit reports to the INGOs.
