This report presents the findings, conclusions and recommendations of an evaluation of the Norwegian support to Norwegian People’s Aid’s mine action programmes commissioned by Norad’s Evaluation Department and undertaken by COWI A/S.

The evaluation provides information on the results of Norwegian People’s Aid’s humanitarian mine activities, and provides recommendations that can be used in future identification, design, and implementation of humanitarian mine activities.

The evaluation covers a 10-year period with focus on landmine surveys and assessments, humanitarian demining, cooperation with and capacity building of relevant national authorities/local personnel, and development of new methodologies and techniques for mine action projects. It included country field visits to Norwegian People’s Aid mine action programmes in Sudan, Ethiopia, and Jordan.

The methodology applied was based on the evaluation frameworks of OECD’s Development Assistance Committee and Norad, focussing on relevance, effectiveness, efficiency, sustainability and impact.
