The objective of the report is to determine how far the various aims and objectives of the floods response have been met; to assess the relevance, effectiveness, efficiency and impact and of what has been achieved; to assess sustainability to the extent feasible in a rapid on-set response; to consider the validity of the assumptions behind the original plan; to analyse to what extent gender issues have been addressed in the management and implementation of the response; to indicate what insights can be offered to feed into the strengthening the country strategy and in the broader development policy and practice; to look into the management arrangements, donor relationship management, media menagement and relations with policy department and consider the efficacy of those arrangements.
