This report outlines the process, findings, analysis, conclusions and recommendations of the
evaluation of the Irish Joint Consortium on Gender Based Violence (JCGBV) undertaken by the
consultant from August to November 2011, at the request of the Evaluation and Audit Unit of the
Department of Foreign Affairs and Trade (DFAT). The purpose of the evaluation, as outlined in the
Terms of Reference, is ‘to provide the Consortium members with an independent, evidence-based assessment of the structure, functioning and strategy of the Joint Consortium on Gender Based Violence, which will help to inform the future direction of the Consortium from 2013’.
