Evaluation of ECHO's Financed Actions in Burundi

The objective of the report is to evaluate the context and ECHO's strategy now that phase-out is considered; to assess the appropriateness of ECHO's actions since February 2002, and produce recommendations for improving effectiveness of future operations; to assess the extent to which ECHO has been able to adapt its strategy, including methodology; and to assess relevance of geographic, sectoral and beneficiary targeting.
