For over a year, it has been ECHO’s intention to evaluate its projects in Sudan. The horizon 1999-2003 was chosen for the assessment of its Global Plans (GP) as planning documents, and a 1999-2002 horizon to look at the GPs effectiveness, efficiency, impact and sustainability. The evaluator did a thorough desk analysis of the evolution of the last five GPs and the same is presented in Annex 1. Numerous relevant other documents were reviewed to accomplish the task of critically looking at what these GPs have achieved. This was complemented by numerous interviews in Nairobi, Lokichoggiochoggio and Khartoum. The information gathered by the two other evaluators also became key to evaluate the GPs from a historical perspective. The evaluator also looked at issues related to ECHO funding of operational support and special mandates by interviewing implementing agencies’ staff in the locations above.
