Evaluation of Disasters Emergency Committee and Age International funded: Responding to the Ebola outbreak in Sierra Leone through age-inclusive community-led action

The programme, 'Responding to the Ebola outbreak in Sierra Leone through age-inclusive community-led action,' is being implemented by Age International in partnership with Restless Development and HelpAge International (Liberia) from November 2014 to April 2015. It is funded by the Disasters Emergency Committee (DEC) (£269,920) and Age International (£70,542). Its objective is to 'respond to the Ebola outbreak in Sierra Leone through age-inclusive community-led action.' This evaluation assesses the extent to which the programme has achieved its outcomes, and to learn lessons from the experience and to help improve future programming activities. The fieldwork that informed this report occurred 24 June – 19 July 2015, with data collection taking place 6-11 July 2015 in the following four districts: Kono, Portloko, Bonthe and Pujehun. The evaluation relied on project documents and monitoring data, as well as key informant interviews (KIIs) and focus group discussion (FGDs). A mixed methods approach was used to provide measurable quantitative information about the progress towards key evaluation criteria, as well as to provide qualitative insights into the underlying causal and explanatory factors related to the objectives and indicators of the project.
