The purpose of this evaluation is to assess the relevance of DG ECHO actions in the Democratic
Republic of the Congo (DRC), as well as their effectiveness and impact. Recognising the importance of protection in humanitarian action and specifically in the DRC context, the evaluation also aims to offer recommendations for the 2011 ECHO strategy on protection actions in DRC.
