The scope of the evaluation includes the full range of livelihood support activities funded by DG-ECHO, with a special focus on food assistance, and in particular livelihood interventions undertaken since the creation of the food aid budget line in 2007. In examining DG ECHO’s livelihood support actions across sectors, the evaluation sought to determine the extent to which ECHO and its partners utilize a livelihood framework in assessing needs, designing programmes and monitoring results.
