CARE's policy requires COs to hold an AAR after each large-scale (Type 2) emergency within 3-4 months of the start of the emergency. The purpose of an AAR is to capture and learn from lessons, so that improvements can be made in CARE's operational procedures, structures and policy. These include recommendations to CO, Lead Member, and other CARE International members and structures. The AAR is usually conducted as a two to three-day, structured, professional discussion of an emergency response, with a focus on performance. It enables participants to reflect on what happened and why; how actions impacted the affected population(s); and what needs to change to sustain organizational strengths and improve on weaknesses.
