Direct charges for health care at the point of use (user fees), can limit
access to health services and push households into poverty. Many
governments nonetheless continue to rely heavily on user charges to
finance health systems. This is especially so in low­income countries,
where the health sector is usually under funded. A recent survey of 50
high­mortality countries in Africa and Asia found that 44 of these
countries continue to levy user fees for health care.
