Emergency Capacity Building Project Mid-term Evaluation Phase II 2011

The intent of the mid-term evaluation is to provide independent verification of results documented in the ECB's Annual Reports, and assess performance against all three project objectives (field, agency and sector). The evaluation also covers organizational learning and change processes set-up within member organizations and highlight opportunities or future directions for the project.
