Emergency Capacity Building (ECB) Project Final Evaluation Report Annexes Phase 1 2007

CARE representing the Inter-Agency Working Group on Emergency Capacity Building was seeking a consultant group or consultants to carry out an external-led final evaluation of the Emergency Capacity Building Project which is funded by the Bill & Melinda Gates Foundation and Microsoft Corporation. The evaluation team was to be comprised of individuals with experience in the evaluation of international development and relief capacity building programs and in learning and collaboration process evaluation. These Terms of Reference describe the objectives and scope of the required services, the envisaged outputs, deliverables and consultancy inputs, the reporting requirements and the arrangements for the management of the services.
