Global Emergency Group was commissioned at the end of 2013 to complete the final evaluation of Phase II of the ECB Project. Phase II of the ECB Project had three objective areas and three crosscutting themes. 

  1. Objective 1: Improve field-level capacity to prepare for and respond to emergencies in disaster prone countries. This objective focused on five consortia in Bangladesh, Bolivia, the Horn of Africa, Indonesia and Niger.
  2. Objective 2: Increase the speed, quality and effectiveness of emergency preparedness and response mechanisms within and across IWG agencies at the headquarters/global level.
  3. Objective 3: Explore opportunities in sector networks towards improving humanitarian emergency preparedness and response through collective dialogue, knowledge sharing, learning and collaborative work with other organizations.

The three cross-cutting themes are: staff capacity, accountability and impact measurement and disaster risk reduction.
