Clusters are context-sensitive and therefore context-specific. They shaped by their external operating environment, including the specific needs of an emergency as well as, for example, the point at which they are activated. The external environment aside, however, this report has identified a number of actions that stakeholders to an Education Cluster can take to determine its relative success.
