Early recovery is a component of humanitarian/relief activities in response to conflicts and natural disasters. Whilst relief focuses on life saving activities early recovery focuses on life sustaining activities which are designed to restore the capacity of families, communities and authorities to recover from natural and human- made disasters. In general, early recovery should commence as early as possible alongside the humanitarian/relief efforts. This early intervention ensures that early recovery provides support not only for relief but also provides the link between relief and longer-term recovery and development.
In the immediate aftermath of Cyclone Nargis, a range of early recovery activities were prioritized; for example, farmers were in urgent need of support to restore paddy fields and plant seeds for the wet season harvest, crucial for the food security of communities across the delta and beyond. Since much of the critical infrastructure was damaged or destroyed, families also needed urgent support to rehabilitate or to reconstruct housing and community facilities.
