CLARA is an operational approach for safer livelihoods programs. CLARA captures risks and unintended consequences associated with livelihoods, including gender-based violence (GBV). Women, girls, men, boys and sexual and gender minorities experience dynamics of displacement differently and their risks of violence are unique. The CLARA helps humanitarians to understand gender dynamics, assess risks, and take responsible action from the very early days of an emergency. CLARA tools are modular and may be used standalone, or alongside other assessment tools. Piloted in Iraq, Nigeria and South Sudan, CLARA can both inform program design, monitor implementation and capture outcomes. The full CLARA package includes: the Guide and Toolkit in English, Arabic, and French. An editable version of the tools is available in English for translation into other languages.
