The objective is to assess the CERF in a comprehensive manner, based on project data and frameworks, covering the benefits and disadvantages of the CERF as an approach to humanitarian financing; to provide recommendations to donors and the UN system at strategic and operational levels as to whether the CERF should be continued in its current form and if so, how it should be improved.
