The present report has been prepared pursuant to General Assembly resolution
46/182, in which the Assembly requested the Secretary-General to report annually to
the Assembly and the Economic and Social Council on the coordination of
emergency humanitarian assistance. The report is also submitted in response to
General Assembly resolutions 63/147 and 64/76 and Economic and Social Council
resolution 2009/3.
The report describes the major humanitarian trends and challenges over the past
year and analyses two thematic issues of current concern: operating in high-risk
environments, and vulnerability and its implications for humanitarian response. The
report provides an overview of current key processes to improve humanitarian
coordination and ends with recommendations for further strengthening of the
coordination of emergency humanitarian assistance of the United Nations.

The present report responds to the requests contained in General Assembly
resolutions 64/76 and 63/147 and Economic and Social Council resolution 2009/3.
The period covered by the report is June 2009 to May 2010.
