The strongest themes emerging from OCHA AAP coordinator and national CwC officer visit in Guiuan reinforce two consistent and interrelated themes of the response with respect to accountability to affected populations and communications with communities, that is, the impact of the paucity of information available to affected people and widespread concern over corruption and unfairness in aid distributions. The following report highlights some of the specific findings coming out of Guiuan, but also reflects the issues and conversations more generally.
