Ground Truth Solutions, in collaboration with World Vision and the International Rescue Committee, set out to understand perceptions of sexual exploitation and abuse within the broader context of humanitarian assistance in Ukraine. From December 2023 to February 2024,  six focus group discussions and ten in-depth interviews with people affected by the war were conducted and complemented with two focus group discussions with Ukrainian and international humanitarian workers. These discussions were followed by a nation-wide survey in April 2024, engaging with over 2,000 aid recipients on the topic of sexual exploitation and abuse across the country.

Key findings of the report provide insights on 3 focus areas: sexual exploitation and abuse through the eyes of aid recipients; obstacles to reporting; and effective dialogue on sexual exploitation and abuse.
