The overall impact of the Japanese earthquake and tsunami was substantial. The roads and rail lines leading to the tsunami-devastated zone were either destroyed by the tsunami or blocked by the radiation zones from Fukushima. In the 2011 disasters, a distinction must be made between the tsunami-affected region and the Fukushima nuclear incident. During the latter, the government’s failure to adequately control the sharing of information has led some to conclude the nuclear crisis was a man-made disaster.
