Final Evaluation Of External Project Results “Increasing National And Local Capacity For Peace Implementation In Colombia

The Institutional Strengthening Program for Peace (PFIP) requested the final evaluation of the project "Increasing National and Local Capacity for Peace Implementation in Colombia", in order to support in learning of the program itself, the Government partners and the donor, especially in relation to the formulation, implementation and monitoring of the initiative implemented. In this order of ideas, IOM proposed the realization of a final evaluation of the project that allows generating recommendations that can be incorporated for the continuity of the project or even for future initiatives to be executed and that are related to the specific issues addressed with the project, and for this purpose, it generated the need for external and independent contracting.

This document presents the result of the external evaluation, was prepared based on the terms of reference and the start-up report , in line with the evaluation standards established by IOM in the Project Manual (module 6), the evaluation policy of IOM and the evaluation standards of the United Nations Evaluation Group (UNEG). It contains the context of the project and purpose of the evaluation, the evaluation framework and the methodology, the evaluation results, and the conclusions and recommendations derived from the exercise.
