This evaluation reviews NRC Jordan’s integrated urban shelter / ICLA programme. The programme provides shelter assistance to Syrian refugees living outside of camps in Jordan. Shelter assistance is mostly provided through NRC paying a contribution to Jordanian landlords to enable them to complete partly completed properties, in return for leasing the property rent free to a Syrian refugee family for up to 18 months. 

The evaluation provides a response to the following lines of enquiry:

  • To what extent does the programme ensure Syrians’ right to adequate housing?
  • To what extent does the programme contribute to Syrians’ awareness and ability to access their rights?
  • To what extent does the programme reduce Syrians’ need to resort to negative coping mechanisms?
