External Evaluation of The Vietnam Red Cross Society and The International Federation of Red Cross and Red Crescent Societies Response to Typhoon Damrey (storm no.7) who made landfall in Vietnam 27 September 2005

On 27 September 2005, Typhoon Damrey (storm no. 7) slammed into Vietnam, lashing coastal provinces extending from Quang Ninh into Da Nang. The next day, heavy rains and wind triggered mudslides and flooding in the northern provinces of Yen Bai, Lao Cai and Phu Tho. The International Federation of the Red Cross and Red Crescent Societies (IFRC) released CHF 200,000 from its Disaster Response Emergency Fund (DREF) to support the response of the Viet Nam Red Cross (VNRC) and, on 5 October 2005, an emergency appeal was launched to support some 25,000 people for one year. Activities included emergency relief, shelter and livelihoods interventions.

The purpose of the evaluation is to assess how the VNRC and IFRC has responded to the needs of the people left most affected and vulnerable after Typhoon Damrey. The aim of the evaluation is to support organisational learning and performance in the VNRC/IFRC and accountability to stakeholders.
