Terms of Reference: WFP's Capacity Development Policy: A Policy Evaluation

The Terms of Reference (TOR) are for the evaluation of the current WFP Policy on Capacity Development: An Update on Implementation, approved by WFP Executive Board in October 2009. The update aimed at showing how WFP is continuing to respond to the challenge of developing capacity in the countries where it operates, taking into account developments since 2004.

The terms of reference of the Policy Evaluation of the Capacity Development Policy aim to inform stakeholders about the evaluation, clarify expectations and requirements and guide the evaluation team in its work during the various phases of the evaluation. The TOR notably presents the scope, objectives, key issues, stakeholders and users of the evaluation. It also describes the evaluation approach, team composition and organisation.
