The purpose of the real-time evaluation is to strengthen and improve the quality of ACF operations performance in response to the Typhoon Haiyan. Although not a primary focus, ultimately this evaluation will also inform future rapid-onset emergency responses. Objectives: Evaluate the effectiveness of ACF operations since the typhoon hit. Identify good practice, lessons and challenges that can be drawn from the response to date. Provide practical and realistic short term recommendations that can be integrated into the project cycle immediately.
