The focus of this evaluation is WFP's regional response to the Syrian crisis as embodied by its two emergency operations (the Syria specific EMOP 200339 and the regional EMOP 200433), managed by the Regional Emergency Coordination (REC) Office in Amman. Geared towards constructive learning and accountability, the evaluation seeks to assess results and performance, feed into the 2015 REC future programming and strategic decision making, identify strengths & areas of weaknesses and recommend areas of focus for further evaluative work both by the REC management and organization.

The evaluation, conducted between July and October 2014, assessed four main elements of WFP’s response: i) strategic direction and positioning; ii) organisational effectiveness; iii) programme strategy; and iv) operational performance and results. Fieldwork was undertaken in Jordan, Lebanon and Turkey; information on Egypt, Iraq and the Syrian Arab Republic was collected remotely.
