‘My manager tells me to mainstream HIV and AIDS – how do I do it?’ is a sentiment that echoes through many an emergency programme. No access to the Internet and a proposal to write – where do field staff turn for help?

This manual is aimed at humanitarian – and pre-dominantly rapid-onset – programmes in all countries. It is not intended to be used in chronic situations like the food crisis in Southern Africa where the level of HIV and AIDS prevalence warrants more focused programming. Nor is it intended to give guidance on implementing more targeted HIV and AIDS programming such as home-based care. However, should a rapid-onset emergency such as flooding occur in regions like Southern Africa, many of the principles of main- streaming would apply.
