The people of Mozambique are among the poorest in the world.
There has been a successively deepening crisis since the Independence of Mozambique in 1975. By 1986, it has become a social, economic, military and political crisis. 

In view of the foregoing, the mission concludes that a long-term perspective has to be applied to the planning of disaster relief to Mozambique.

The evaluation should focus on -
