Oxfam received a series of grants from the European Commission Humanitarian Organization (ECHO) in 2000, 2003 and 2004 to respond to the humanitarian needs of conflict-affected communities in Central Mindanao. In 2005, ECHO provided a new grant covering seven months to continue and consolidate the project gains, and simultaneously facilitate exit from programme areas. Projects addressed the needs of 17 communities affected by conflict, in the municipalities of Pikit, Pagalungan and General Salipada K. Pendatun (GSKP). They took an integrated approach, combining livelihoods, public health and decision-making in order to address the needs of IDP communities and improve their overall well-being, and worked through direct service delivery, capacity building of community actors and formal authorities, and supporting institutions to promote civilian rights. This report represents a final external evaluation to interrogate the final impact resulting from the projects. The evaluation sought to: assess the effectiveness and timeliness of programme interventions; highlight intended and unintended results; identify strengths and weaknesses of Oxfam’s ways of working; analyse the perceptions of the community and local authorities about the role of the EC in promoting dialogue, peace and development; and identify lessons learned in order to develop recommendations for the next phase of Oxfam’s work in Central Mindanao.
