The Independent Panel on Safety and Security of United Nations Personnel and Premises Worldwide was established by the Secretary-General on 5 February 2008. Although prompted by the attack on UN offices in Algiers on 11 December 2007, the Panel had a broad mandate, with a focus on “strategic issues vital to delivery and enhancement of the security of United Nations personnel and premises and the changing threats and risks faced by it.”

This report is, in part, an attempt by the United Nations to examine why the Organization is now a target – the perceptions and possible reasons behind such violence – and what it can do about it.
