Linkages Between Flood and Drought Disaster in Cambodia and Rural Livelihood and Food Security

The purpose of the study is to contribute to a better understanding of the linkages between
seasonal hazards (flood and drought), livelihoods, and food insecurity in Cambodia. The
vulnerability of Cambodian rural people to seasonal hazards can be described in livelihood and
food security terms. Even before hydro-meteorological disasters occur, many Cambodians are
extremely vulnerable. The existence of widespread poverty and food insecurity among rural
people is the root cause of vulnerability. Findings from this study will help shape developments
of the Cambodian Red Cross’s Community Based Disaster Preparedness (CBDP) Program and capacity building for the CRC disaster risk management staff. The study objectives were to:

• Identify the impacts of floods and drought on Cambodian rural livelihoods and food security;
• Suggest structural (infrastructure) and non-structural (service) interventions for the CRC
CBDP to further promote livelihoods and food security;
• Examine the implications of the findings on capacity building for CRC disaster risk
management staff.
