This project commenced in Pakistan in March 2008 with the aim of designing a post-emergency assessment that was collaborative (a multi-cluster assessment) and utilised personal digital assistant (PDA) technology. Cluster partners in Pakistan met together and separately to discuss the potential for a multicluster assessment tool and the kind of methodology and questions that such a tool would involve. The questionnaire crafted from these workshops used a generic set of questions applicable to any kind of emergency designed to be used with community groups (separate male and female groups at each site) The assessment was also designed to complement government and other ‘supply side’ assessments of infrastructure by providing ‘demand side’ data collected at the community level.
