Challenges For Persons of Concern to UNHCR in Urban Settings

What are the challenges that urban-based persons of concern are already facing? Which of these challenges are likely to intensify in the future? How can States, UNHCR and the broader humanitarian community better respond to protection and humanitarian needs in urban settings?

These are some of the questions that the 2009 Dialogue on “Challenges for Persons of Concern in Urban Settings” will address. This document describes the rationale for this year’s theme and how UNHCR and partners are already responding to the challenges of
protection in urban environments. It sets out the themes for the Dialogue’s breakout sessions and points to areas where further action will be needed.
