Workshop: Early warning and preparedness in the face of compounding crises

Two initial questions:
1) Thinking about the topic of compounding risk, what issues or challenges are we facing in
regard to early warning? (e.g. climate change, looking at vulnerability vs hazard, etc.)
2) How are these issues, or how can these issues, be addressed through evaluation and learning?
