New portal on targeting is now live

ALNAP is pleased to announce the addition of a new portal to its HELP Library in partnership with UNHCR. The portal, available at, was initiated as part of the UNHCR’s efforts to improve targeting of assistance, especially in urban displacement contexts.


This global site was initiated as part of the organisation's efforts to improve targeting of assistance, especially in urban displacement contexts. 

The idea to set up this portal was discussed and developed during a multi-stakeholder meeting in June 2017, where different partners came together to participate in a targeting workshop. Participants of the workshop and contributors around the work on targeting include UNHCR, WFP, World Bank, JIPS, Oxfam, Trickle up, DRC, NRC, Universite de Yaounde, and the American University of Beirut.

The different initiatives around targeting, including this portal, have been facilitated through the support of the European Commission's ECHO (European Civil Protection and Humanitarian Aid Operations).

Anybody can submit resources on the topic to the portal. These will also be added to ALNAP's HELP Library, the sector's largest library of resources on humanitarian evaluation, learning and performance.

What is a portal?

A portal is a ‘room’ in our HELP Library which is a one stop shop for all resources on a certain humanitarian topic – such as urban-specific response, Syria or humanitarian principles – to ensure the sector has the knowledge to improve performance
