At Humanitarian Networks and Partnerships Week (HNPW) 2023, ALNAP and the Inter-Agency Humanitarian Evaluation (IAHE) Steering Group  hosted the session 'Learning on localisation: why Covid-19 wasn’t the tipping point it could have been'. You can watch the recording below. 

About the session: 

ALNAP has developed a new analytical framework based on systems theory, to understand the dynamics of learning and systems change. In this session, we applied the framework, and drew from the recently published Inter-Agency Humanitarian Evaluation of the COVID-19 Humanitarian Response, to enhance understanding of where and how the Covid-19 response led to positive changes and improvements in locally-led action, and where it did not. We asked what needs to happen now, in between crises, to ensure that the international humanitarian community is well prepared to implement improved localised responses in future emergencies.
