Typhoon Washi, locally named Sendong, made an early morning landfall over Mindanao in Surigao del Sur Province on 16 December 2011. Local and international emergency response capacities were mobilised, and each of the consortium agencies applied separately to ECHO for funding to undertake disaster response interventions. ECHO responded with a request for the agencies to submit a joint application for an initial three month period with Action Contre le Faim International (ACF) as the consortium lead. The partners agreed to this, and the consortium was duly funded. A further contract for another 9 months was granted covering the period 1 April - 31 December 2012 for ongoing emergency needs. This second period is the subject of this evaluation.
